Commissioners Barry C. & E. Sue Swanson
Commissioner Barry C. Swanson, Territorial Commander of the USA Eastern Territory (appointed in February 2013), is the administrative and ecclesiastical leader of The Salvation Army in 10 Northeastern states including Puerto Rico with headquarters in West Nyack, N.Y. The territory includes a total of 1,600 active and retired officers, 369 corps, and as many as 1,000 other centers of operation. Commissioner E. Sue Swanson serves as Territorial President of Women’s Ministries.
In 1975, the Swansons married. A year later, they entered the Central Territory’s College for Officer training. Following their commissioning in 1978, the Lieutenants Swanson served 12 years in corps appointments in Michigan.
In June 1990, the Captains Swanson were appointed to Heartland Divisional Headquarters, followed by another corps appointment. In August 1995, they were promoted to the rank of major and appointed as leaders of the Heartland Division.
In July 1999, they received appointments to Central Territorial Headquarters with promotions to lt. colonel. In 2001, Lt. Colonel Sue became the Territorial Candidates Secretary.
In July 2006, the Swansons were appointed to National Headquarters (NHQ) in Alexandria, Va. Lt. Colonel Barry served as National Chief Secretary and Lt. Colonel Sue served as National Secretary for Women’s Ministries.
A year later, the Swansons were promoted to the rank of commissioner and appointed to International Headquarters (IHQ) in London, England, where Commissioner Barry became International Secretary for the Americas & Caribbean Zone, while Commissioner Sue was appointed as Zonal Secretary for Women’s Ministries.
In October 2008, the Swansons returned to the United States to assume responsibilities as territorial leaders of the Central Territory. In addition to serving as Territorial President of Women’s Ministries, Commissioner Sue was appointed as Territorial Ambassador for Prayer.
In May 2010, the Swansons returned to IHQ. Commissioner Barry served as Chief of the Staff (second in command of the worldwide Army and chief administrative officer) and Commissioner Sue served as World President of Women’s Ministries.

- 1990—Major Barry attended The Salvation Army’s International College for Officers (ICO) in London, England.
- Major Sue attended ICO in 2000.
- Commissioner Barry was nominated twice for the position of General (international leader of The Salvation Army) in 2011 and in 2013.
- The Swansons are parents to four children and have five grandchildren.
